Cuthbert Masukume is an insurance leader who believes risk management must work for farmers, not against them. With over two decades of experience in insurance and reinsurance, he is the Managing Director of AFC Insurance Company, where he focuses on designing practical, climate-responsive insurance solutions that strengthen Zimbabwe’s agricultural value chain.
His work is closely aligned with conservation-based, climate-smart production systems built around standardised smallholder plots, which create a strong foundation for predictable risk modelling and scalable insurance cover. As Chairperson of the Insurance Council of Zimbabwe Agriculture Pool, he championed the Farmers Basket Index Insurance Programme to deliver affordable, technology-enabled insurance at scale. Cuthbert is passionate about leveraging data, inclusive product design, and partnerships to close the protection gap and build resilience for millions of smallholder farmers facing increasing climate volatility.
